Lvl 90 dps aren't needed. Like you said, there's no much of a level penalty. I cleared floor 12 with 6 stars. Lvl 70/80 dpses, lvl 7 main talents, lvl 80/90 4* weapons. Lvl 16 average artifacts. The dps difference between 70/80 and 80/90 is 10% including level differences and ascension bonuses. 90 vs 80/90 is 5%
